Presentation: I-11 Tier 1 EIS – Where Are We Now?

Mr. Van Echo will be having an Interstate 11 Environmental Impact Statement (EIS) conversation – a history of I-11, who is involved, and who needs to be involved by planning for our transportation future through long-range forecasting, technical and environmental studies and analysis at a Tier 1 level, and extensive public outreach.


Presenter biography:
Jay Van Echo is an environmental scientist and professional engineer with nearly 40-years of experience. He holds Bachelor of Science degrees from the University of Arizona in Renewable Natural Resources from the College of Agriculture and Civil Engineering from the Engineering College. His past work experience includes serving as project principal, manager, and engineer for federal, state, and local government and private clients in several western states including Arizona, California, New Mexico, Montana, and Washington.

Mr. Van Echo is currently serving as Arizona Department of Transportation’s Study Manager for the Interstate 11 Tier 1 Environmental Impact Statement. This 5-year study involves 10 Federal Cooperating Agencies, 52 local government Participating Agencies, 24 tribal nations and numerous quasi-governmental and private stakeholders to identify a selected route for the new 280-mile Interstate 11 corridor from Nogales to Wickenburg Arizona.

Jay practices mindfulness and ‘being in the moment’ as grandfather ‘Poppy’ to his 12 grandchildren and managing Sir Echo Farms, a Dairy Goat Ranch operation in the foothills of the Tucson Mountains.
